it seems that the screaming of rape survivors have lost in the sound of firing and bombartment, the emotions of the state and central government have also got burnt in the fire set on there.
SOME HEINOUS CASES TILL DATE:
(1)Two Kuki women were paraded naked and raped by the mob in Manipur
(2)An 18-year-old was abducted assulted and gang raped in Imphal.
(3)Two men and one woman were beaten to death by the Meitei community in Manipur
(4)The clothes of a woman torn off paraded but police was enjoying the scene
(5)A 7-year-old boy, his mother, and his aunt were burnt alive in an ambulance

Government's Attitude Towards Manipur:
Despite so many clashes between the government and the opposition nobody knows the reason of silence of the PM and governing machinery. Since being a matter of the failure of constitutional machinery,the rule of the President (article 356) must have been imposed there but the state engine is still running there. Once asked by the opposition in the Lok Sabha to implement the presidential rule in Manipur, home minister Amit Shah aggressively refused for that citing the provisions of article 365 of the constitution. But Looking at the scenario,it is complying with the reason mentioned in Article 356 of the constitution. In the mid of these incidents, it is also heard that they are willing to replace state forces in place of the Army.
Let's Have The Knowledge Of Articles 356 and 365 Of The Constitution
ARTICLE 356:
Article 356 of the constitution deals with the President's Rule in the state, whenever any state is not being ruled by the norms of the constitution or there is a failure of constitutional machinery in the state then that state would be subjected to the President's Rule.
Implications:
(1)There will be the Rule of the President in that state. He can appoint a governor on his behalf to rule the state.
(2)The state assembly will go under suspension and there would be control of the union government.
Procedures to make it a bill:
To make it a bill it is necessary to get the assent more than 1/2 of the voting and present members of both the houses of the parliament within 60 days of it's commencement.
Duration of the applied emergency :
(1)The period of the the President's Rule will be 6 months once it gets passed by the simple majority in both of the houses
(2)It can be extended for 3 year but it is a must to get the same simple majority of voting and present members after every 6 months (44th constitutional Ammendment Act,1978).
(3)President's Rule can Can Be extended after 1 year only when:-
(a) A national emergency is being in operation in the whole of India or in the whole or any part of the state.
(b) The election commission certifies that the general elections to the Legislative Assembly of the concern state can not be held on account of difficulties.
ARTICLE 365
Article 365 deals with the President's Rule in the state whenever any state fails to comply with the instructions/directions of the central government.
Implications:
(1)In this case, the state government would be suspended, and the governor will rule the state on behalf of the president.
(2)The state assembly can be dissolved and the central government can take over the administration of that state.

Difference between Article 356 and 365.
The basic difference between Articles 356 and 365 can be easily found by going through the above-underlined paragraphs.
Although the difference is very minor but as a cause it bears a huge importance.
